“The entire infrastructure of the quarter is built simultaneously with the housing. If residents start moving in, we set the task to complete all the houses in the quarter as quickly as possible. It takes about three years from the start of the construction of the first house to the completion of the entire quarter,” said Pavel Ovcharov.
According to the representative of the developer, the winter will not affect the construction pace in the Minsk World complex.
“The country’s legislation provides for the commissioning of residential buildings both in winter and summer. Certain types of work may be postponed due to unfavorable conditions, but as a rule, this does not affect the schedule. We make certain commitments to our customers and to the state authorities and meet the contractual deadlines,” Pavel Ovcharov said.
The pandemic does not interfere with the speed of construction of the complex either. Theoretically, difficulties with logistics could slow down some deliveries, but the imports of building materials for the construction project are minimal.
“Import accounts for less than 2% of the total volume of the necessary resources in our production activity. As a rule, we mostly import equipment. The rest – workforce and materials – is Belarusian. More than 500 Belarusian suppliers and construction companies are involved in the construction of the complex. We support domestic manufacturers, work with design institutes specializing in new materials and with the largest enterprises that experiment with equipment and new types of materials at our construction sites. This contributes to the development of the country’s economy as a whole,” Pavel Ovcharov believes.
This year, the developer has launched the construction of the fifth quarter of the complex that will be home to the International Financial Center and the country’s largest shopping mall.

“This quarter is the only new construction site of this year. I would like to note that we have already received a high-capacity drilling machine for deep foundation installation. These operations are unique for Belarus, because the central tower of the International Financial Center will be 42 floors high. It will be one-of-a kind building in Belarus! We are drawing on the experience of a construction company from the United Arab Emirates. We invited experts who had built similar towers in Dubai as well as Russian specialists who can share their experience in building the facades of skyscrapers. In general, this year, we have completed all the necessary preparations and we are ready to start erecting these unique buildings next year,” Pavel Ovcharov noted.
